City considers $2.4 million, 106-block street project
A USDA Economic Stimulus loan available to the city of Pipestone inspired the City Council, Monday evening, to take the first step in a 106-block overhaul of city streets.
The city unanimously hired Banner Associates, Inc. for $2,000 to prepare a feasibility report to learn if an estimated $2.4 million mill and overlay street project of 106 city blocks is necessary, cost-effective and feasible.
The city would pay for the project with the USDA loan, which would be offered at 4.375 percent with a 20-year term.
“I want to stress the loan aspect of this,” said Jeff Jones, city administrator. Jones added that economic stimulus grants are only available to smaller cities and/or cities in dire financial straits.
Property owners who live along the streets proposed for improvement would repay the loan, in part or in whole. City staff members are currently working on those assessment rolls.
The city approved the creation of the report and assessment roll with a 3-0 vote. Councilors Jim Stout and Harry Hansen were not present for the meeting.
Banner’s report will be delivered to the City Council during a special meeting scheduled for July 13 at 6 p.m. at City Hall. At that time, a public hearing would be scheduled.
The last time the city did a major mill and overlay project was in the late 1990s, Jones said.
According to the proposed timeline for the street improvement project, the city would be opening bids by August 17 and approving contracts by September 8.
The availability of the USDA loan also prompted the council to modify the scope of a previously approved utility project on South Street and Industrial Road off Hwy. 75.
The council had approved the infrastructure work using $365,700 in TIF money (tax increment financing). Now that the USDA funds can be used for the South Street portion, TIF funds have been freed up to do all of the infrastructural work on Industrial Road, rather than just a portion as planned.
In total, 2,000 feet of storm sewer, 1,200 feet of water and 1,300 feet of sanitary sewer lines will be installed on Industrial Road and South Street, according to Scot Leddy of Banner Associates, Inc.
A request for an alternate quote to lay 700 feet of sewer and 800 feet of water lines on East Road was added to the bid.
The city council approved, 3-0, the advertising for bid for the utility improvement project. The bid opening is scheduled for August 3, with contract approval set for August 17.
