Jasper updates liquor licensing and hall rental terms


The Jasper City Council during its May 14 meeting approved amendments to city code regarding beer, wine, and liquor licensing to allow the sale of on-sale alcohol until 2 a.m.

During its March meeting, the City Council approved a 2 a.m. liquor license for the Jasper Bar, but city code prohibited the sale of beer, wine, and liquor after 1 a.m. During its April meeting, the Council decided to amend City Code to allow sale of alcoholic beverages until 2 a.m.

A public hearing was held during the May 14 City Council meeting to take comments on the amendment prior to its approval, but no one commented during the hearing.

The amended language also included other adjustments and clarifications including an exception clarifying that alcoholic beverages can be consumed at Memorial Hall, and language indicating that rules and regulations regarding its use and consumption there will be established by resolution of the Council.
The City Council decided in March to have the city’s attorney update the terms of use for Memorial Hall to clarify how alcohol can be served there during events. The previous Memorial Hall rental agreement indicated that “Any application involving the serving of alcohol must contact Stonewall Bar & Grill as they are the only ones allowed to serve alcohol at Memorial Hall.” The previous rules for use of Memorial Hall indicated that “Alcohol may only be served in the rental facility by Stonewall Bar & Grill. If the renting party wishes to serve free alcoholic beverages, they must be served and purchased by and from Stonewall Bar & Grill.” The Stonewall Bar & Grill closed earlier this year.

Updated rental agreements and terms of use were approved for both Memorial Hall and the Quartziter Community Center (QCC) during the May 14 meeting. Updated language in the Memorial Hall rental agreement indicates that if a renter wants to have alcohol sold at the hall, the “alcohol or wine beverages may only be served by a MN licensed liquor holder with a caterers’ permit.” If a renter wants to serve free alcohol during an event, they “will be required to obtain a certificate of liability for the event,” according to the rental agreement.

Alcohol use is not allowed at the QCC.

In other business:
•The Council approved an increase of 15 cents per thousand gallons to the water and sewer rates, bringing the new rates to $5.27 per 1,000 gallons for water and $3.27 per thousand gallons for sewer. The new rates are based on a 15 cents per 1,000 gallons increase by Lincoln Pipestone Rural Water, which provides the city with water.
•The Council approved a quote of $59,573 from SKD Construction to install a new concrete approach at the fire hall. The quote was the lowest from among three obtained. The highest was $82,575. Councilor Zach Kounkel abstained from the vote because he’s a member of the Jasper Fire Department.
•The Council approved a quote of $37,125.65 from Hawes Construction to put a pitched roof on the city office, install a new window, and reside a back porch area. It was the only quote received.
•Kevin Gum was hired as the city’s new assistant works employee. He will start Monday, June 16.
