Pipestone City Council in brief:


City looking into ordinance prohibiting dynamic braking
The Pipestone City Council during its July 21 meeting requested that City Attorney Jason Hill look into an ordinance prohibiting dynamic braking, otherwise known as Jake braking, within the city. Mayor Dan Delaney said the braking systems, which are typically used by semis, are an issue due to the noise they cause. He said law enforcement has been enforcing the city’s public nuisance ordinance, which prohibits use of the braking systems, but that other cities have ordinances specifically prohibiting them and that could be a better solution. Hill said he’d seen such ordinances and could look into it.

2026 budget work begins
The Pipestone City Council held its annual public hearing to take input on the city’s budget for the following year. The public hearing is held prior to the development of the budget. No residents provided any input during the public hearing, but Delaney said he had been asked by daycare providers about adding a splash pad at Southwest Park. City Administrator Deb Nelson said department heads had begun working on their 2026 budgets and that departmental budget meetings would begin the week of July 27.
Rental fee waived for use of Pageant Park
City Council members approved a request from Brandie Hulstein, owner of BodyChurch Wellness, to waive the rental fee for use of Hiawatha Pageant Park and Hiawatha Lodge for an event she has planned on Saturday, Aug. 16 called Rep & Revive. Hulstein said the free, family-friendly event would involve a spin class, a family fitness class and worship music from 6 a.m. to 10 a.m. The council opted to waive the fees, but require a refundable damage deposit.

Permission granted to close street for auction
The Council approved a request from Sutton Auctioneers & Land Brokers for a partial street closure on Fourth Street Southeast to hold an auction at 319 Second Avenue SE. The street closure would be from 8 a.m. to 8 p.m. and the date was not yet certain, but could include Aug. 5, 6, 7, 12 or 13. Delaney said Public Works Director Mike Bloemendaal had no issues with the closure and that it would not affect any garbage collection or block anyone’s driveway.
