Pipestone County Commissioner Meeting

February 27, 2024

The Pipestone County Commissioners met with Chairman Dallas Roskamp, Commissioners, Luke Johnson, Doug Nagel, and Dan Wildermuth. Commissioner Chris Hollingsworth was absent. County Administrator Steve Ewing was also present. Chairman Roskamp called the meeting to order at 9:00 a.m. with the Pledge of Allegiance to the Flag.

AGENDA

Motion by Wildermuth, seconded by Nagel to approve the agenda. Ayes: Wildermuth, Nagel, Johnson, Roskamp. Nays: None. Absent, Hollingsworth. Motion carried.

CONSENT AGENDA

Motion by Johnson, seconded by Wildermuth to approve the consent agenda as follows:

1. Approve Commissioners Minutes: 2/13/2024

2. Approve Commissioners Warrants in the amount of $149,366.60

3. Approve Auditors Warrants: 2/16/24, 2/23/24

4. Approve Hospital Warrants $817,374.74

 ROAD AND BRIDGE ITEMS

Engineer Bergman discussed advertising for the CSAH 17 project as soon as possible, but will not be in February as Nick and staff continue working on the specifications. No board action taken.

Engineer Bergman reported on the sale of the metal truss bridge. Recommended placing the bridge on the state bid site and selling it ourselves by placing ads in the local newspapers. Motion by Nagel, seconded by Wildermuth, to advertise on MNBid and place ads in the local newspapers and place a minimum bid of $300.00. Ayes: Wildermuth, Nagel, Johnson, Roskamp. Nays: None. Absent, Hollingsworth. Motion carried.

Engineer Bergman reported on the State of Minnesota Public Lands Survey Monuments Grant Program. He met with Environment Officer Kyle Krier and representatives from Bueltel Surveying. They recommended that Grange Township be chosen due to the lowest number of certified monuments and given its central location in the county.

Engineer Bergman reported that spring road postings became effective February 26, 2024. The sign department will have signs up by end of day on February 28th.

BETH WILMS, DIRECTOR, SOUTHWEST HEALTH & HUMAN SERVICES

Director Wilms presented the annual report to the board on programs, finances, and legislative activities in Southwest Health and Human Services. Pipestone County has been a member Southwest Health and Human Services for 7 years. She also presented information on Prime West Community grants program that assisted Caring Hands Dental Clinic opening a facility in Pipestone. Commissioners thanked Director Wilms for the report.

AUDITOR/TREASURER, AMANDA SANDY, SCHEDULE HOME TAX ABATEMENT PUBLIC HEARING

Auditor/Treasurer Amanda Sandy presented a request to hold a home tax abatement public hearing at 10:00 a.m. on Tuesday March 26, 2024. The hearing will be for the construction of a  new home in the City of Edgerton by Mr. Lloyd Zwart. Property address is 570 Hill Crest St.  Edgerton. Parcel ID number 13.460.0090. Estimated Tax Abatement amount is $1,264.00 annually for three years. Motion by Wildermuth, seconded by Johnson to schedule the public hearing as recommended on March 26, 2024 at 10:00 a.m. Ayes: Wildermuth, Nagel, Johnson, Roskamp. Nays: None. Absent: Hollingsworth. Motion carried.

PRESIDENTIAL NOMINATION ELECTION CANVASSING BOARD

Auditor/Treasurer Sandy requested two commissioners attend the required Presidential Nomination Election Canvassing Board on Thursday, March 7th. Commissioners Wildermuth  and Nagel volunteered to assist in canvassing the ballots. Due to a conflict Commissioners Wildermuth and Nagel will not be available. Chairman Roskamp and Administrator Ewing volunteered to assist with the canvassing board.

PERSONNEL

Administrator Steve Ewing presented Union Contracts for approval. The first contract is the labor agreement with the American Federation of State, County and Municipal Employees, AFL-CIO, Local Union Number 2424, Council No. 65, Pipestone County Highway Department. Term of contract is January 1, 2024 through December 31, 2025.  Motion by Johnson, seconded by Wildermuth to accept the presented contract. Ayes: Wildermuth, Nagel, Johnson, Roskamp. Nays: None. Absent: Hollingsworth. Motion carried.

The second contract is the labor agreement with the American Federation of State, County and Municipal Employees, AFL-CIO, Local Union Number 2424, Council No. 65, Courthouse Unit. Term of contract is January 1, 2024 through December 31, 2025. Motion by Wildermuth, seconded by Johnson to accept the presented contract. Ayes: Wildermuth, Nagel, Johnson, Roskamp. Nays: None. Absent: Hollingsworth. Motion carried.

CLOSED SESSION M.S. 13d Subd. 3 (b) PENDING LITIGATION STONE ARCH BRIDGE PROJECT

Motion by Wildermuth, seconded by Nagel to close the meeting at 10:36 a.m. Ayes: Wildermuth, Nagel, Johnson, Roskamp. Nays: None. Absent, Hollingsworth. Motion carried. Also present at the closed meeting: County Administrator, County Attorney, Highway Engineer.  Motion by Wildermuth, seconded by Nagel to come out of closed session at 10:45 a.m. Motion carried unanimously.
